Co-founders Jason Walter Glanville and James Cozzolino served on the inaugural federal executive leadership team for Product Engineering Services at the U.S. Department of Veterans Affairs (VA), where they helped transform a low-code/no-code pilot into a scalable product ecosystem now supporting over 10 million Veterans, caregivers, and VA staff. Their work in digital transformation and federal technology strategy set the foundation for PSF’s data-driven, solution-first approach.

James Cozzolino
Founder & Managing Partner
James Cozzolino is a recognized leader in government acquisition and technology strategy, with over 15 years of experience driving innovation and efficiency within complex federal environments. During his federal career, James served in key roles across strategic initiatives, including as a contract specialist with the US Army Contracting Command for the $19.25B Strategic Services Sourcing (S3) IDIQ. As a former VA Contracting Officer with an unlimited warrant, James was instrumental in the founding of the VA Technology Acquisition Center (TAC) and developing the initial $12 billion T4 IDIQ, a foundational acquisition vehicle that has since evolved through multiple follow-on iterations. He also led acquisitions like the $450M Veterans Relationship Management (VRM) task order and co-led the $22.3B T4NG IDIQ, including the first award of the $715.3M DCAT4 task order. ​ James later transitioned to the VA Office of Information & Technology (OI&T), where he supported the Benefits, Appeals, & Memorials (BAM) portfolio by optimizing operational processes, program goals, and budget planning. While with the BAM portfolio, he onboarded VA’s first enterprise SaaS solution for the Veteran Experience Office (VEO). He later served on the inaugural leadership team for the VA Digital Transformation Center and was subsequently appointed Acting Deputy Director of Product Engineering Services, where he oversaw strategic business and technology management. His expertise spans enterprise acquisitions, program management, budget and financial strategy, and cost containment, enabling transformative technology initiatives and delivering measurable operational and fiscal efficiencies.


Jason Walter Glanville

Jason Walter Glanville is a technology leader with over 20 years of experience driving digital transformations across healthcare and government sectors. At Express Scripts, he led business and system architectures for home delivery pharmacy operations, managing services for 100 million patient lives across 5,500 health plans, including major federal programs like the Department of Defense (DoD) and Federal Employee Program (FEP). His work advanced critical innovations in electronic prescribing and real-time benefit checks, improving efficiency and patient experience. Among his most impactful contributions was the development of a patented clinical stability rule engine, enabling patients on critical medications to safely manage refills via text messaging, significantly reducing operational costs and improving access to life-sustaining therapies. ​ At the Department of Veterans Affairs (VA), Jason led the Veteran Health Records initiative, a transformative program empowering Veterans with consent-driven digital access to securely share their health records with trusted innovation partners. He also served as part of the inaugural leadership team for the VA Digital Transformation Center, contributing to the modernization of the VA’s technology ecosystem. Additionally, Jason was a member of the VA Interoperability Leadership (VAIL) Council and the CARIN Alliance, where he helped shape strategies to enhance trust framework stewardship, ultimately leading to the creation of the MyHealthApplication digital portal. ​ His expertise spans product engineering, business system architecture, digital transformation, healthcare technology, and patented innovations, driving modern digital experiences and impactful innovations across the continuum of care.
